You take the theory test at the examination center. A successful exam is required to claim.

No. The subsidy solely covers the costs of the theory course and theory exam, up to a maximum of 25,000 HUF. It cannot be used for practical (driving) hourly fees.
The subsidy is a post-refund, meaning you first have to pay the theory course and exam fees. It is usually transferred within a few weeks after reviewing your claim submitted post-exam.
No, the subsidy can only be used when obtaining your first driver's license and can be claimed once per person.
